We bring particular experience translating military leadership into civilian careers, alongside practical training for business owners, working professionals, and organizational teams.
Jozue Chaires is the founder and CEO of Top Tier Project Services. An Army veteran, instructor and operations practitioner, he brings experience in workforce programs, project delivery and business systems to applied AI and professional training. He holds an MBA and is pursuing doctoral study. His teaching connects structured thinking, responsible AI use and practical implementation for business owners, working professionals and transitioning service members.

Applied AI, project management, business workflows, and workforce development.
Jamie K. Price brings leadership-development and workforce experience across the U.S. Army, financial services, public administration and private-sector consulting. His background includes directing a leadership academy and advising organizations on talent, onboarding and performance. Through P.O.P.'s Leadership Consulting and TTPS training, he helps leaders connect resilience and people-development skills to the demands of everyday organizational work.

Resilient Building Leadership Professional (RBLP) preparation, organizational leadership, and resilience.
Jason Smith brings U.S. Coast Guard leadership and civilian construction-project experience to practical project training. A PMP and PMI-CP, he leads 33 Elevated and works on the communication, documentation and control systems that connect the job site with business decisions. His TTPS teaching areas focus on stakeholder alignment, schedule control and identifying project-performance gaps.

Jesse D. Tarango is the founder and principal consultant of 915 Gypsy LLC in El Paso. He brings 26 years of Army experience in operations, training and workforce development to his work with small businesses and organizations. His practice connects business structure, operating processes and procurement readiness, helping learners understand how to prepare for local, state and federal contracting opportunities.
Teaching & Focus Areas:
Local Procurement Foundations, State and Regional Procurement, and Federal Contracting.
